Job Summary
The Senior Manager, Property and Facilities is mainly responsible for providing strategic leadership and management of the property management and facilities function to ensure achievement of targeted financial returns on the NISSS’ investment in rental properties, optimal performance and the safety of internal and external customers in alignment with the NISSS’ strategic goals.
Key duties and Responsibilities
- Strategic and operational management of the department to ensure the optimal utilisation of the department’s resources for the efficient delivery of services that meet local and international best practices while remaining compliant with relevant legislation
- Developing policies to upgrade the NISSS’ facilities management capacity and ensure a safe and healthy working environment
- Overseeing, planning, organising, and directing the NISSS’ maintenance and capital works programmes to ensure properties are effectively maintained in good working order to continually promote a safe and healthy work environment
- Performing quality assurance checks to confirm that work meets required standards before funds are released
- Facilitate regular property valuations to help maximize rental income and guide strategic decisions on property investments, acquisitions, and sales
- Developing and maintaining efficient asset management programmes for the NISSS’ property and equipment
- Managing the tendering process for all building maintenance services (ensuring compliance with the NISSS’ and the public service rules for procurement and specified tender requirements, overseeing the preparation of bid packages relative to facilities management, and participating in evaluation and contractor selection to ensure high-quality service provision)
- Issuing approved contracts, overseeing and communicating works to be performed on time and within budget by outside contractors, and arranging adequate project supervision to ensure all services, works, and maintenance programmes are executed
- Delivering an efficient business continuity plan, including the institution of up-to-date disaster recovery plans, and conducting periodic testing exercises of the approved plans
- Identifying potential hazards or threats and selecting methods to avoid or mitigate them to minimise potential damage or injury to people, technology, and building environment
- Managing the department’s operational and budgetary process, and providing leadership and guidance to the department, establishing and monitoring key performance indicators (KPIs), and ensuring quality and delivery of value for money
- Leading the development of the Facilities Management staff to ensure capacity building and monitoring staff performance in order to maximise productivity and ensure smooth delivery of facilities management services
- Contributing to the executive management team’s effort by accomplishing any other related duties as assigned
Requirements
- A Master’s degree in Business Management, Engineering, Facilities Management, or a related discipline
- Certification in Project Management from a recognized institution
- Sound knowledge of Accounting and Finance principles
- A minimum of seven (7) years’ experience in critical infrastructure systems such as building automated systems, chill water systems, electrical switchgear for buildings, and emergency power generation infrastructure, OR
- A minimum of ten (10) years’ experience in critical infrastructure systems such as building automated systems, chill water systems, electrical switchgear for buildings, and emergency power generation infrastructure
- A Bachelor’s degree in Business Management, Engineering, Facilities Management, or a related discipline
- Certification in Project Management from a recognized institution
- Sound knowledge of Accounting and Finance principles

- Good knowledge of human resource management and occupational safety and health practices
